Senate GOP Back President's Proposal to Replace Affordable Care Act

US lawmakers are working through the weekend for the initial time since the federal closure began over a month ago, but expectations for a bipartisan agreement on how to resolve the impasse appeared to recede as Republican senators floated a plan toxic to Democrats: eliminating the ACA, called Obamacare.

Deepening Impact of Federal Closure

The effect on US citizens from the lengthiest shutdown of the US government in history deepened on Saturday, as government employees went without pay, carriers were compelled to cancel flights and Supplemental Nutrition Assistance Program benefits have been postponed for 42 million Americans.

President's Proposal from Florida Resort

As weekend session got started, Republican senators embraced a proposal made on online platforms early Saturday by Donald Trump from his golf course in West Palm Beach, for government payments to be replaced by HSA-style accounts.

"My recommendation is to Senate Republicans that the Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.

GOP Support

Several Republican senators welcomed the proposal, which is similar to a replacement for Obamacare put forward in 2017.

"We will replace this failing program with something that is truly better for the patient," one senator stated.

Another senator commended Trump's proposal on online platforms, and stood next to a giant blow-up of Trump's post as he addressed on the Senate floor.

"I'm writing the bill right now," a third senator posted in response to Trump's suggestion. "We need to stop public funds from going to carriers and instead give it directly to Americans in HSA-style accounts and let them buy the medical coverage they want."

Democratic Reaction

Opposition senators expressed concerned responses to Trump's proposal.

"In other words, Donald Trump's 'concept of a plan' for health care is another calculated attempt to eliminate Obamacare," one Democratic senator commented. "It's the same failed Republican plan that's been rejected by the public and Congress."

Another lawmaker reacted to the criticism of carriers by writing: "Well, Trump and the Republicans dislike how the big, bad insurance companies are overcharging Americans. Seriously? In that case I applaud your support for Medicare for All."

Continuing Negotiations

The Senate adjourned without reaching a resolution, but Senate Republican leaders have indicated an willingness to an emerging plan from a handful of moderate Democrats to terminate the shutdown in return for a later vote on the Obamacare payments.

One Democratic senator, who is leading the negotiations among moderates, said that Democrats "require another path forward" after Republicans rejected an proposal to restart the government and extend the payments for a year.

Another senior Democratic senator persisted in maintaining that Republicans should agree to a one-year extension of the subsidies before negotiating the long-term of the subsidies.

"Doing nothing is irresponsible because citizens will go bankrupt, people will lose insurance, people will get more ill," the senator said in a Senate address. "That's what will happen if this Congress does nothing."

Political Dynamics

None of the Republican senators seemed to address the fact that consumers would still need to buy plans from the same carriers, or that Republican lawmakers need the support of several Democrats to restart the government, and the idea of repealing and substituting Obamacare with HSAs is improbable to earn a single Democratic vote.

Some analysts indicated that the essence of such a proposal would remove the ACA's mandate that carriers cover individuals with existing health issues.

After his golf outing, Trump went back to his private club and reiterated on his demand that Republicans stop seeking agreement and try instead to eliminate and replace Obamacare with a iteration of the proposal that was unsuccessful to garner enough support in 2017.
